Griffin City Manager Dismissed

Jessica O’Connor, City Manager, has been terminated, without cause, by a 4-to-3 vote of the City of Griffin Board of Commissioners.

The City of Griffin Board of Commissioners called a meeting on September 29, 2026, at 9 a.m. to consider the presentation of the City of Griffin Police Department policy compliance report. Following consideration of this item, the Board made a motion to enter Executive Session to discuss personnel matters. After returning from Executive Session, the Board moved to terminate the City Manager's contract, without cause, by a 4-to-3 vote.

By Emergency Resolution, the City of Griffin has authorized Jennifer Freeman, Assistant City Manager of Utilities, and Kelsey Carden, Assistant City Manager of Development Services, to continue to exercise the powers and perform duties of the manager described in the City Charter. The authority granted by this Emergency Resolution shall terminate immediately

at 9:00 a.m. on October 1, 2026, when the Board of Commissioners convenes for a called meeting to discuss the appointment of an Interim City Manager.

EMERGENCY RESOLUTION ESTABLISHING AUTHORITY OF ASSISTANT CITY

MANAGERS UNTIL SUCH TIME AS AN INTERIM CITY MANAGER IS APPOINTED

WHEREAS, at a called meeting on September 29, 2026, the Board of Commissioners voted 4-3 to approve a motion to terminate Jessica O'Connor's contract for employment as City Manager without cause;

WHEREAS, by Resolution dated January 13, 2026, the Board of Commissioners approved Ms. O'Connor's chosen designation of Jennifer Freeman, Assistant City Manager of Utilities, and Kelsey Carden, Assistant City Manager of Development Services, vesting Ms. Freeman and Ms. Carden with the authority to exercise the powers and perform the duties of the manager during the manager'stemporary absence or physical or mental disability;

WHEREAS, following the termination of Ms. O'Connor, the Board of Commissioners desires to set forth clear authority for the Assistant City Manager positions to perform the duties of the City Manager until such time as an Interim City Manager is appointed;

NOW, THEREFORE, BE iT RESOLVED that to ensure the continued efficient operation of the City of Griffin, Ms. Freeman, as Assistant City Manager of Utilities, and Ms. Carden, as Assistant City Manager of Development Services, be authorized to exercise the powers and perform the duties of the manager described in the City Charter, subject to the following conditions:

a) The Assistant City Managers shall have the authority and capability to sign documents

commiserate with the powers and duties of the manager, provided that both must sign to approve a record in order for it to be final and binding;

b) In addition to the departments under her supervision pursuant to the organizational chart, Ms. Carden shall be the direct supervisor, in place of the City Manager, for the following department heads:

i. Information Technology

ii. GIS

iii. HR

iv  Finance

v. Communications and Community Engagement

c) In addition to the departments under her supervision pursuant to the organizational chart, Ms. Freeman shall be the direct supervisor, in place of the City Manager, for the following.

department heads:

i. Public Works

ii. Public Safety

iii. Airport
