Jennifer Freeman Named Interim City Manager

Unanimous vote by the City of Griffin Board of Commissioners during their called meeting on October 1, 2026


The City of Griffin Board of Commissioners appointed Jennifer Freeman as Interim City Manager during a called meeting at 9 a.m. on October 1, 2026, effective immediately. The appointment was approved unanimously. Freeman brings 30 years of service

to the City of Griffin and most recently served as Assistant City Manager of Utilities.


As Interim City Manager, she will oversee the City’s day-to-day operations and work with the Board of Commissioners and City employees to provide efficient and responsive services to the community.


“Jennifer’s 30 years of service have given her a deep understanding of our City, our operations, and the community we serve,” said Mayor Doug Hollberg. “She has demonstrated a commitment to our citizens and employees throughout her career. The Board is confident in her ability to lead our organization and advance our vision of Griffin as a model of excellence in local government during this interim period.”


Born and raised in Griffin, Freeman began her career with the City in 1996 in Customer Service. She continued her service in Planning & Development before joining the Electric Department as Key Accounts Manager in 2018. In 2020, she became Electric

Director. After the Board of Commissioners approved the City’s reorganization in January 2026, Freeman was promoted to Assistant City Manager of Utilities.


Freeman’s leadership has also earned national recognition. In 2025, she received the American Public Power Association’s Mark Crisson Leadership and Managerial Excellence Award, which recognizes leaders who strengthen their organizations, lead by

example, and inspire employees.


“Griffin is my home, and it has been a privilege to serve this community for 30 years,” said Freeman. “Beginning my career in Customer Service taught me the importance of listening to people and responding to their needs. I look forward to working with the Board of Commissioners and our dedicated employees to build on that commitment, support our workforce, and provide the high level of service our community deserves.”
